Why do fast food positions go unfilled while we have people doing nothing and collecting welfare?

I have wondered the same thing. I think some people are born into the welfare cycle and they don't know how to get out of it. For this group, the government should allow welfare for one year. During this period, the client should attend some sort of technical or trade school. I think if we invest in this population, the US will be able to put money somewhere else.
