I'am 19 and a U.S Citizen im getting married to a man in Colombia. Can i still get him the K-3 visa?

Ok i wanted to know because were planning on getting married in August on this year (2009)... but im only 19 and i think in order to get the K-3 visa i have to be 21 or older... i dont have much knowledge on the subject and would really appreaciate it if someone could give me some answeres... also what other kind of doents would i need in order to marry him over there?
