Something is wrong with my horses neck!!! PLEASE HELP?

My 7 year old pain thoroughbred has something on her neck up between her ears! It is very swollen and really tender and she wont even let you bring your hand up past her eye or she freaks out and tries to rear up and run away! There were 2 small blood stains on her neck and an area of thick yellow stuff that looked like it had dripped down her neck. We found a tick lower down in her mane but we took it off and it was very small, but it was oozing a little. She is never touchy about her head and she is just acting very weird!! We did not get west niles shots because it seemed a little late once we got back from vacation. Pleaseeee help me :)
