How do I tell if my ECU or ECM needs replacing?

All I know is my Blazer won't start. I was driving it and the gauges started acting strange jumping all over the place. My gas gauge would show fuel then drop to flat empty. Also, while I was driving my car in the middle of the highway, every time I would accelerate the RPM would drop and speed decrease. What can I do....what should I do??
